Although not mentioned in the Patch 3.3.3 notes, the controversial Vote to Kick option will no longer have a 15 minute cooldown.

This may not answer your question - which may or may not be rhetorical in some way - but we have noticed that a lot of people were clicking 'Yes' on the kickback alert and then asking' why did we kick this guy out? The idea is to make the person who wants to expel someone from the group, give everyone a reason. If the motive is absurd or a lie, many people would have to reject it.

While many people are quick to factor in all worst-case scenarios with any change presented to the game, we've found those cases to be the least advantageous once they are brought into action. The patch notes are out and the speculation has begun, but let's see how things turn out before we sift through our crystal balls, right?

Reading Zarhym's answer I can't quite understand the intention. Rather, I believe that if someone clicks "Yes" as soon as the expulsion alert comes out, they will continue to do so whether or not it has a cooldown. Do not you think?
