Blizzard surprises us once again with this measure in the last band of the expansion. It is nothing more and nothing less than the same measure that they put in ICC (last band of WotLK) that progressively reduced the difficulty of the band.

For those of you who raided the Firelands or Icecrown, you are certainly aware that over time we want people to keep progressing by adjusting the difficulty. For a myriad of reasons, a group may struggle with a specific encounter each week, and our intent in adjusting content is to ensure that they have the ability to continue progressing, enjoying content, and obtaining weaponry. With Icecrown, we progressively improved players and while this slow progression (and the ability to disable the buff) was beneficial, it created an expectation of your characters' power, and once you got out of the raid, you could definitely come to feel less effective. For the Firelands we tried to fix it by nerfing content rather than upgrading players, however we nerfed the difficulty of all content at the same time, which was counterproductive for players who didn't really need a change. as big as the one we made.
