It appears that the changes in Patch 3.2 are on the way to being more dramatic than the previous content patch (3.1).
Nazamur tells us about the changes they are making to the mount system. Certainly, the issue of the time to get on the saddles sometimes seemed a bit excessive to me, with this change it will be much better.

In addition, the summoning time of all mounts will be reduced to 1,5 seconds, instead of 3. The following is a detailed list of the changes in cost and level required for each skill.
- Rider Apprentice (Skill 75)
- 60% speed land mount
- Requires level 20
- Cost: 4 gold
- Mount cost: 1 gold
- An email will be sent to players at level 20 guiding them to the riding coach
- Riding Officer (skill 150)
- 100% speed land mount
- Requires level 40
- Cost: 50 gold
- Mount cost: 10 gold
- An email will be sent to players at level 40 taking them back to the coach
- Expert Rider (skill 225)
- 150% speed flying mount; 60% on land
- Requires level 60
- Cost: 600 gold (now faction discounts apply)
- Mount cost: 50 gold
- Can now be learned in Hold of Honor (Alliance) or Thrallmar (Horde)
- Riding Craftsman (skill 300)
- 280% speed flying mount; 100% on land
- Requires level 70
- Cost: 5,000 gold (now faction discounts apply)
- Mount cost: 100 gold
