Initial clarification on changes to PvP emblems and points in Cataclysm

Our basic model for Wrath of the Lich King has been that you can get the newest now, or wait until it "goes on sale" in the next tier. In this example, set one would be after what the old set would be and everyone should be chasing the new set.

People will have to progress beyond just two tiers!

And they will, but not in 4.0. What we're really doing with emblems is eliminating the need to add new types each tier because it was causing a lot of confusion.

What is the total limit for Valor points? (Slightly more than twice the cost of the item?)

We have not made that determination yet. It will be something along the lines of how Honor works today; you will be able to save for expensive things but you will not be able to have so many points that you can buy everything and get it all at once.

What is the weekly value point limit?

We have not made that determination yet. We want to pick a number that doesn't make you feel obligated to complete all of the content each week just for points if you choose not to.

What is the system / time between the point conversion and the entry of a new band?

Probably almost simultaneously. Points will be converted before new loot appears in vendors.

Why are the requirements for indexes removed?

The current system has reached the rich get richer syndrome where low-rated players can't get the most competitive team and are hopeless to compete. The best players will continue to equip much faster because they will have more points to spend. With index requirements, for example, guns were quite rare to see in the community.

And won't it bring back the problems of people equipping PvP weapons to make PvE content?

PvP equipment will have a good portion of its attributes only in Temple so it will always be worse compared to similar PvE equipment. We don't care if players use PvP gear in PvE (or vice versa) as long as it is a step towards getting more appropriate gear.

Why isn't there an equivalent "heroic" team for PvP?

We are still working with the item levels but the basic concept is that there is the current season and the previous one. In this first season there will be no previous season so we will have to provide an “honor team”. It's intended to be roughly equivalent to the pre-raid gear you'll want for PvE before you start raiding.

It seems that all changes to PvE will not give incentives to raids of 25, is there any reasoning why raids of 25 will not be supported?

Our goal in Wrath of the Lich King was for players to be able to choose between 10 or 25 as personal preference. We believe that we did not achieve the objective. Raids of 25 gave better rewards, it looked like the "real raid" and 10 was what you did on some nights or if you couldn't handle the logistics of recruiting or getting 10 more players. We know that there are many players who prefer to make bands of 10 but feel that we are not fulfilling our promise to let them make bands of 10. The Cataclysm model is to allow players to make bands of 10 or 25 as they prefer. There are advantages and disadvantages to both band sizes. Larger raids can seem more epic while smaller raids tend to have fewer loot problems because there is less competition for loot. Smaller bands are, in a sense, more hardcore because there is less opportunity to include newer people or people who make a mistake.

We understand that changes like this can cause controversy and we did not make the decision softly. The community was similarly complaining when we eliminated the 40-player bands (and we literally eliminated them, today we only offer an alternative to the big bands) We believe that there is a non-trivial audience of players who prefer the 25-player bands and we will continue supporting them. We have tried very different raid models in Wrath of the Lich King with heroic modes and locks and rest assured that if we don't like how raids evolve in 4.0, we will review it in 4.1.

The term "Points" is not very RPG for PvE

This is a legitimate complaint and it is something we have thought about. On the other hand, one of the problems we had with the current emblems was granularity - you cannot offer half an emblem the way you can offer 1, 3 or 5 points. Depending on the perspective, you could argue that your character "gains" courage by defeating an enemy makes more sense in the game than the dragon having all those emblems on his body.
